John T. Monahan

John T. Monahan is a senior advisor to the Georgetown University Global Health Institute, a professor in the Department of Medicine, a senior lecturer at Georgetown Law, a senior fellow at the McCourt School of Public Policy at Georgetown University, and a senior scholar at the O’Neill Institute for National and Global Health Law.

Monahan previously served as interim dean of the School of Nursing & Health Studies (now the Berkley School of Nursing and the School of Health) and has held leadership roles across all three branches of the federal government.

He was counselor to the Secretary of Health and Human Services (HHS), managing the unaccompanied children’s program (2021). He also served as special advisor for global health partnerships at the U.S. Department of State (2010-2015), director of the Office of Global Health Affairs at the Department of Health and Human Services (2009-2010), and counselor to the HHS Secretary, representing the department on Vice President Biden’s interagency task force implementing economic stimulus legislation (2009).

Monahan served as director of intergovernmental affairs at HHS (1993-1997), representing the Secretary in negotiations with governors and state officials on Medicaid and Aid to Families with Dependent Children programs, and overseeing HHS’s regional directors. As principal deputy assistant secretary for children and families at HHS (1997-1999), he helped implement federal welfare reform and served as the senior federal official on-site in establishing a refugee camp for Kosovar refugees in New Jersey.

Monahan holds both bachelor’s and law degrees from Georgetown University.
